Flood control measures

Information on the construction of flood protection system of the City of Prague
An intensive construction of the flood protection system has been ongoing on the whole territory of the City of Prague. Once the system is completed the City shall be protected against the flooding of high water of the Vltava River and the Berounka River as in the case of the great deluge of August 2002 plus the spare margin of water level + 30 cm.
The construction of flood control measures was originally in 1997 designed for 100-year water and subdivided into seven phases as follows: 1 – Old Town and Josefov, 2 – Leader Town and Kampa, 3 – Karlín and Libeň, 4 – Holešovice and Royal Game Preserve Stromovka, 5 – Podolí and Výtoň, 6 – Smíchov, Zbraslav, Radotín and Velká Chuchle, and 7 – Troja, Prague 6.
After the 2002 floods it was decided to elevate the existing protective dykes in preparations and to expand the construction of flood-control measures for two more phases as follows:
- Phase 0008 Modřany – the extension of the protected area from the Street U Kina to the Sugar Mill Komořany, modifications of creeks taken in pipes, and protection of Modřany settlement by increasing of the railway tracks;
- and the Phase 0009 – measures against internal water, which shall take rainwater and water from the sewerage system from areas located behind the flood-control measures.
Following the experience from the 2002 floods, mathematical models, and other background materials, further changes were carried out to the protection system and to projects to provide for much more perfect protection of Prague.
The construction of 1st phase – Old Town and Josefov was completed in 2000 and saved Old Town from flooding even at the vast deluge in August 2002.
State of preparations and construction of respective phases of the Construction 0012
Phase 0002 Lesser Town and Kampa is finished now and this phase complete section from Street Říční through Čertovka down to the Office of the Government of the Czech Republic protects Old Town against flooding. The operation tests, including the closing of the Čertovka Gate and assembly of mobile elements of the FPS, were performed with public participation. At present the supplier has been completing the fixing of defects, which were disclosed at the completed construction handing over, and remarks of the OKP of the Prague City Hall concerning outlook-finishing modifications of the rebuilt embankment wall and putting the children playground to its original state.
Phase 0003 Karlín - Libeň is, concerning the technical merit as well as the extent of works, the most complex and financially one of the most demanding phases. Majority of the works has been completed. The parts: preparations of territory and earth removal, preliminary protection of Karlín, and the section Štefanikův Bridge – Negrelliho Viaduct are completed and handed over. The sections Libeňské ports – territory protection, Libeňské ports – flood pumping station, and Libeňské ports – flood-control closure of the ports are completed and ready for handover. The section Rohanský Island – Faculty of Mathematic and Physics of the Charles University is being completed and handing over of this part is slated at the end of December 2005.
Phase 0004 Holešovice - Stromovka – The works is completed, the works was handed over and objections and deficiencies shall be fixed in the course of December 2005.
Phase 0005 Výtoň, Podolí, Smíchov – The phase passed several handing over proceedings. An amendment expanding the delivery for the part marked as FPS – ING was signed. The works implementation was completed on time and the works was completed adhering to the documentation and amendments thereof.
Phase 0006 Zbraslav - Radotín – At present in accordance with the developed Technical and Economic Analysis alternatives of the measures are negotiated with mayors of respective City Districts (Zbraslav, Radotín, and Chuchle). On the basis of these negotiations and following the approval of results of these negotiations by the Prague City Council the implementation of these flood-control measures shall be launched.
Phase 0007 Troja – Documentation is under development and implementation of the final line thereof is under preparation.
Phase 0008 flood-control measures Modřany – has been completed and its handing over is being prepared for March 2006 in relation to the completion of the construction KOMOKO, which shall form an integral section of the flood-control protection of Modřany.
Phase 0009 – Measures against Internal Water – shall be implemented under the umbrella of the company of PVS, a. s. as the main investor thereof.
